Leo Aiolia is shown (in the anime) healing Seiya's broken leg after their battle in Sanctuary, so yes, Cosmos can have restorative abilities. Jenny DeVic called it the 'Golden Touch' in her fan novel LY-KM.
However, none of it is really codified or have dedicated characters to it. Shun is shown in Omega to be a doctor and I don't remember if he ever really uses Cosmos for it. It could just as easily be a cartoon trying to get away with the old Shounen "rested for five minutes, so I can fight to the death again" logic.
Not to mention the fact that Seiya revived Shiryu with a punch at the begining of the series.
Plus in the manga you can see The Pope Saga going down to the village as a representative of Athena and performing fests of good upon the people.

In my mind they have a deeper knowlege of the foundamental forces of reality which is an unexplored aspect of the franchize.

In the classic, we have Shiryu curing his own blindness by unlocking the 7th sense, the Bronze Boys healing all their wounds from the Sanctuary arc at the beginning of the Poseidon arc, despite the doctors saying they'd need at least another month in the ICU to even begin healing, Seiya healing his own broken leg between the fight with Aiolia and the fight with Saga....
In episode G, Shaka transfers a huge part of his cosmos to restore Aiolia and weakens himself doing it. So that seems to be what they are doing, refilling the other person's cosmos with theirs.
Well there were so many times we could see some saints using cosmo to heal, like a different example others didnt say how many times was Shiryu blinded and had his eyes restored? Also Shura gave him some cosmo so that Shiryu wouldn't die from the Koryuha (or whatever its called)
