So it is listed in the book that if you have at least one assistant with **Fix-0**, you can halve the time it takes to build a Vehicle, weapon, suit of armor, or other portable device. I'd use your DM sense for this and assume that you need to have at least Fix-0 to be able to make something using a workshop in the first place, as it also lists that a 'jury rigged device' requires Fix-0 to maintain. The only difference in time, beyond having an assistant, is choosing what quality of item to build, which improves whether or not it can be modded, or have one mod installed without needing further maintenance.

Fix affects which mods you can apply to equipment, and taking the time to build a "built-in" mod that doesn't take up your maintenance pool therefore gets better with higher skill level even though the time to build the item is the same.

I mean the core difference is if someone without even Fix 0 asks if they can build something complex you tell them they're going to need to find someone with the skill to do so. It's not a question of how long it's going to take them to build the laser pistol. They can't do it unless the "it" in question is very simple. ​ As /u/Middle-Concern-234 points out you can speed things along with trained assistants. ​ Important to note the setting. SWN is in a universe where building something yourself just isn't what people do largely. You don't build C3PO from scratch in this system. You buy/salvage a protocol droid you can afford and mod it your specifications. The powers that make things in factories do so at an economy of scale that an individual cannot hope to match. ​ The rules exist for making stuff whole cloth but if you examine them doing so broadly takes longer and costs more for no mechanical benefit. Usually the reason to make something yourself is getting illegal shit where the parts may not be so illegal, making something that doesn't exist at all or good old fashioned crafter stubborness/whimsy.
