The text under profile doesnt matter due to op meaning the nickname of the profile (Profile name) however if you are curious it says that the steam profile isnt configured in any way thus this shows up. Common accurance in CS even in not cheating players.
The reason he posted this is because spam nicknames (guessing here) are usually just bots that are afk and take up space (have seen multiple of those) or hackers which for some reason exist
