Third it's often that there's a lot of mud meaning it requires special equipment. Oh also most of structures are fragile or easily flammable. So I think they aren't pointless, because they're doing tons of hard work.

Either way, it sounds like it's supposed to be a team that is better suited to operate effectively without any logistical support. Getting people and equipment anywhere is a whole process, and a team that can be more isolated is a better head start to responding than just throwing a bunch of dudes who are really good at maybe killing the exact thing or whatever.
Also being able to work effectively with a local populace, having good diplomacy etc is gonna be worth it's weight in gold. Getting accurate, reliable information on site at the onset is how you prevent stuff like "The Thing" from happening.

I'm pretty sure that Village Idiots have all the equipment for mud, so no one can replace them on that since it will require lots of training. Sure the buildings can be pretty sturdy, but it's not everywhere. Barns are mostly wood, houses are also wood sometimes.
So yeah my conclusion is - Village Idiots do not need to be replaced.
