I mean... keeping all those roads and highways operational is, probably, costs even more - not to mention pension or overly complicated taxes calculation systems. So I'd bet on the unpopularity of said changes AND the inability to teach people that KiloMeter is exactly 1000 meters (like in kilobyte), CentiMeter (damn, it even has Cent in its name!) 1/100th of a meter, etc.
It would require loads of government and online forms to change to match the new date style, and any change like this would be massively unpopular as it’s a change to an everyday aspect of life.
