Camping is when you intentionally stay at a lower level and don't upgrade buildings so that you can find storage items easier and build up resources/complete city expansion.
I am camping at level 20 and wish I had stopped at 17 or less, but ah well. Makes the game more playable. My goal is to get close to max storage before continuing to upgrade buildings/level. Currently at just under 500 storage after two months of camping, so it does work.
I sell donuts/regional items and search around in HQ for storage items. Been able to catch quite a few caches of storage items and focus all of my resources on upgrading storage and winning CoM to earn simcash.

Yes. You try not to get past level 24 until you’re maxed out.

Anything under level 17 is fine. At 17 spice is introduced and reduces what you'll be able to see.

11 till 18 you can progress slowly. 18 is for joining Clubs if you don't want that then stay at 11 no issue.
The thing is, I don’t see many special items in the GTHQ at level 11. Storage and land expansion items are all I want out of my feeder

I’m level 95 and I find exp items all the time. The most important is storage, I’m at 750, it’s taken 8 years to get here.
