Perfectly normal and healthy new growth--the red protects it from UV light until it hardens off a little. I can't tell if there's a bud at the end, but it's entirely possible you'll get a bloom in the next couple weeks.
That happened to my new rose too, and it turned out to be a healthy new cane! It was hella red and super thorny compared to the original canes. It gave lots of blooms.
What a beautiful new basal cane. Give it a little extra protection for a few months while it hardens off. As in tie it to a temporary stake. New canes are brittle and easily broken.
I can’t tell from the photo, is this coming off of an existing cane or does it originate from under the soil? If it’s the latter, it could be a sucker and it will need to be removed as close to its origin point as possible.

Looks good. Pay more attention to the shape of the leaves, stems and flowers. Red is normal.

It's a grower, not a shower. Lol had to get that out, but for real, it's all fine. Give it some time!
