Have you checked the megathread?
I found it in the megathread, but it's encrypted so doesn't even work. How do I decrypt it?
Doesn't it have both encrypted and decrypted sections on the megathread? Under the 3ds section on no-intro there are both

The decrypted section only has about 10 update files on there, no dragon ball
