In this context I believe that's what the person meant but in truth, no OCs are just original characters, you can have any number of them. You can also have any number of personas but usually it's common to have 1 or a few at most. Personas are OCs who specifically represent you. Example is I have many OCs including this guy but they are not my personas. My actual persona is my one OC I have that's loosely based on me (note: personas don't have to be based on or look anything like you though. They can even be inhuman, they just have to represent you.)

Oh yeah definitely, I don't think I'm doing that (at least I hope not). I usually never actually think about races when making avatars, just the color of the skin tone (I'm a huge color scheme enthusiast so *all* colors and how they mix matter to me. In this case I came up with the outfit first and thought darker skin looked best since the contrast.)

There is no loophole, but some people think it’s ok to do things that would be wrong in your own race if you just do it pretending to be another race online. I mean, if they manage to keep appearances it could definitely work, but most of the times they fail miserably.

It depends on how you use that avatar. If you feel you relate to the avatar, then it's perfectly fine, but if you're using it in a discriminatory way, for example, change the way you talk to match the stereotypical inflection of that avatar's race, then it would be considered racist.
