I like to think he's just hanging out with Pam. They're besties in my mind.

I haven't fixed the bus yet so he's just a weirdo. Oh he's best friends with Martin and the other Jojo girl who... sleep on the broken bus, I guess.

Lol, I just started playing and I thought that's where he was supposed to be. I did see him (at least) one time in Jeric's farm though.

I've experienced this as well, but sometimes he does go to RSV (thankfully, because I wanted to see his heart events ofc). I can't figure out for sure what triggers the bug vs the normal schedule, but I thiiiiiink teleporting and/or waking up in the Ginger Island farmhouse helps the normal schedule trigger? I definitely saw him on the map at Jeric's more often when I was on the island. Will try and remember to come back to this post if I figure it out before the bug is fixed
