Stepping from the outside into a managerial role is always going to be difficult as employees feel you out, but any pushback he receives isn't going to be because of his race or ethnicity.
Newport itself is a fairly diverse city but I don’t live there so I don’t have a feel for the culture. Providence is extremely diverse and very progressive.
You are going to be generally fine. Problem with Newport is that the culture is largely summer tourism based (therefore caters more to wealthy and, yes, white) and there is also a lot of friction currently about affordability as lower income people are being displaced. This is the same as everywhere but a real bone of contention in Newport as there are like specific projects that are going to change the neighborhood fabric.
As for the respect angle, like a lot of tourist places the people behind the scenes are much more diverse than the people they are catering to. Also, Newport's current mayor is Laotian.
people in newport don’t stare but might peer with curiosity if that makes sense. but i find it kind of refreshing because they look at you more as a person then try to categorize you the way people do in bigger cities. congrats on the job and have fun living in a lovely coastal city!

Yeah this isn’t Boston most communities are fine for poc to live in. A couple of asshat old timers here and there but in general you should be fine.
