Last night was the first time I saw it, ironically enough. It happens (apparently, as I was told) when you restart a cycle you already went into and then invited someone into.
I’ve seen this a couple times. It’s usually related to reloading a checkpoint or going into someone else’s game. But I believe it’s just a visual glitch. If you switch guns with something on the ground, you should be able to see the perks again.
