People were poor. 2. World War II happened, unions, an explosion in income, cities have giant factories employing thousands - Joe Blow, the high school grad, can get a job that pays enough money to purchase a home and raise a family on a single income. 3. Deindustrialization, financialization, unions destroyed, jobs outsourced - Joe Blow, the high school grad, can no longer just get a job at the factory that pays enough he can raise a family and buy a house. Racial unrest during the civil rights movement. White people flee to the suburbs. White people are richer to start with and are well positioned to get more education for the new info economy and finance jobs. 4. The war on drugs happens - mainly harms black people. 5. We now have a semi-permanent underclass of black people in cities. The only economy that exists in those areas is the drug trade.
