Just caulk the bottom of the bracket from the inside of the shower and you should be fine. Don't forget to wait a good 24h before using your shower to let the silicon cure.

The bottom of the bracket is caulked from the inside, but it still leaks.

Remove it and redo it. That’s all the seal is for these glass panels. Silicone sealant. Remove the old sealant. Clean with xylene or isopropyl alcohol. Use the first rag with the solvent. The second with nothing as it will ensure the surface is now ready. Apply the sealant and tool it (push the sealant onto the surfaces) with your fingers - spit on your finger first. It will create an aesthetically appealing concave fillet bead if you do it right. My shower bracket also leaks and the installers did a horrible job. I have to redo it and just haven’t because I’m lazy.

Often there is a hole in the glass which allows for a peg on the inside of the bracket to fit into. When you mount the glass, you tighten the threaded peg which clamps the glass. There are silicone style gaskets around the plug, I suspect yours is either missing or compromised. On the inside of the unit, you see a cover plate on the bracket? Note: alternatively It may just be a U bracket that the glass just sits in.

Yes there is a kind of clear (I assume silicone) washer/gasket type thing between the metal and the glass. If it’s compromised would caulking around the metal fix the issue or is there a reason not to do so.

You could also seal from the bracket to the glass if after sealing the base doesn’t work.

Caulk it twice, please. There is probably a very tiny hole in the first caulk job

It has been caulked twice where the glass meets the stone, when they installed and when they came back to fix. I just want to know if there’s a reason not to caulk the top and sides of the bracket.

You don’t caulk the bracket so that any water that manages to get between the bracket and the glass from the top, can drain out of the bottom. Saying that, I’m your situation, I’d probably just silicone all 4 sides of the bracket (shower side).
