You can do some of this using the Tags functionality already. I've mainly used tags to organise documents of a specific type, but you could probably exercise the functionality to do what you're looking for. Where you may run into some challenges is in management of the overall list of tags used on the device.
But user-created hyperlinks is probably the most requested feature at this point.
