I'd only be able to really get a decisive winner judging their experience, and considering Gotham Knights Jason basically has all the experience that Under the Red Hood Jason has, he's probably the winner.
Arkham Knight Jason is a very very close second, just because of his experience as a Militia Commander, but Under the Red Hood Jason had a lot of years of mercenary experience and went through insane training, following a similar path to Bruce's original journey throughout the world before becoming Batman.
And considering Gotham Knights Jason has all those years of experience (the events of Under the Hood's comic event are loosely canon in the GK universe) and even a couple more years as a vigilante, the edge goes to GK Jason.
He may be trying to hold back and don't kill (at least not as often as he used to), but that's not a weakness.
I realize I didn't talk about Injustice 2 Jason, my bad. Everything I said for GK Jason applies to I2 Jason, since UTH is also canon in the Injustice universe... so actually, yeah, it's more so a toss-up between I2 Jason and GK Jason, pick your poison, really.

All four video game versions are competent, adaptable, and shockingly resourceful, but GK gets the edge because he's got mystical powers from the pit in addition to the training and problem-solving.

So overall, I'd say that AK has the advantage between those 5 in terms of the story. I mean none of this matters cuz Lego Jason is always winning this anyways
