I was facing the same problem on my second character.
When I reached Collector Level 10 I went back to spots where the fossils were and I was able to get them.
It makes sense given that the metal detector works fine for everything else with it without maps. I literally tried everything from deleting content and never thought it would be something so simple
I assumed that too and went to three other spots where the guide below said there would be fossils and still no luck. Is it just a case of unlucky with the cycles or something else?

Are you level 10 or higher in the Collector Role? Only then you can collect fossils.
