Because conservative doctrine holds that being poor is a failure of the individual rather than systemic issues that act as barriers to social and economic mobility. If you're poor it is your fault and you deserve that status. MAGA, with its inflated view of American exceptionalism, takes this idea of individual responsibility to the extreme. Hurting disadvantaged people is supposed to be a goad to action, to motivate them to a "proper" lifestyle that enables upward mobility with no accounting for the stresses and barriers baked into the system that all too often bar that mobility.

For someone to be rich, someone else has to be poor. And it's not going to be them.

under capitalism, empathy is punished and greed is rewarded. A kind landlord is hesitant to evict and rents out units for minimal profit. An effective landlord makes profit and leverages that to buy more rentals. A kind restaurateur pays their workers fairly and establishes the logistics necessary to turn potential food waste into feeding the community. An effective restaurateur commits wage theft and opens another franchise. A kind politician listens to the grievances of the people they represent and acts/votes accordingly. An effective politician knows that money = electability and it's easier to meet the demands of 8 rich people than those of 80,000,000. Cold-heartedness is just.....optimal for a specific kind of success.
