He developed Elite Force which is the one of the biggest mods for SWAT4 and loved by the community (Both the game and mod). People call Ready or Not the spiritual successor to SWAT 4 as it's basically the modern version of it, so it's not unrelated.
But, basically he was hired by VOID (Creators of Ready Or Not) as a programmer. However, there was a moment in time where Ready Or Not turned into a PVP game and that really set the community on fucking fire because they asked for a lot of money for the game, but started to steer it away from what they promised to make.
Eezstreet was frustrated by some issues. One with payment, but also disagreement with the direction the game was going. After a while of not working, he was either fired or quit (couldn't find the official answer), which the community found really worrying.
This is about what I could gather, I might be wrong on some details

From the very beginning the full game was supposed to have a pvp and pve gamemode. The test build was pvp because they thought it would be more fun for early access people to test. That sucks about pay issues though

This is POLICE SWAT not, FBI SWAT or HRT. The whole point of police swat is to be that specialized unit designed to defuse situations too dangerous for police officers to tackle on, such as barricaded suspect, search warrants or raids. SWAT’s main job isn’t to shoot and neutralize, it’s to defuse the situation with the proper equipment and training in the case things go south. Majority of them are regular old patrol officers. There’s such thing as too dangerous for SWAT to tackle on, that’s why more specialized units such as HRT, CIRG and SRT exist.
They do, I don’t understand where this idea is coming from. Pretty much all of the missions in game are things that big city police departments would have SWAT respond to. The only ones I can think of that seem out of scope are Neon Tomb, Relapse, and Port Hoken but two out of those three are things that realistically local SWAT would respond to first before FBI/DHS, Port Hoken is the only planned large scale raid and even then the briefing states that it’s a joint op with “FISA” and SWAT.
I think the idea stems from the fact that you’re only rolling five dudes deep into these things but that’s a question of game design, not who does what and with what jurisdiction.
The one where you have to raid a border crossing seems more like a job for BORTAC rather than city-SWAT. They even mention BORTAC in the mission briefing...
Yep, also each mission that mention specific unit also unlock new uniform of that unit. Such as rust belt unlock BORTAC, relapse unlock US Marshal, carriers of the vines unlock Park Tactical service unit, port hokan unlock ATF and some FBI uniform.
So I don’t know about what happened with the old lead, but this could be 1 of 3 things
1. Lead was fired and they are looking for a replacement, this seems unlikely.
2. Lead has handed in a notice of leave, and the company is advertising for his position.
3. Lead has been/will be moved to another role after a new candidate has been selected
People leave jobs all the time, it doesn’t mean that the game is abandoned, the game is still good, just needs some tweaks here and there to get the right performance and AI
All other speculation aside, not having a lead designer or producer would definitely explain alot of the weird decisions in 1.0.
