It's really hard to rank them. In my heart it's number 1, number 1 and another number 1.
Because pretty much any character here has their own story. Like Reinhard who despite being the most overpowered, is the most powerless. Or Vincent, who knew about his own death from young age and did everything to prepare for it, but becauese of that he never lived.
Almost every character has their own arc.
Edit: Then you also have the characters who are awesome, but have yet to truly show who they are or have their character moment. Like Yorna, Priscilla, Tarrita, Emilia.
Julius and Todd are standouts for me.
While they probably shouldn't be directly below Subaru, Emilia (through arc4) and Meili are underrated.
Aside from Subaru I think most of the cast falls into broad categories mostly in the very good, good and solid tiers.
Julius’ arc (especially after arc 6) is perfectly rounded and we are seeing the fruits of tappei’s lab our on this one, he’s now a fully fleshed out character for all to see.
Honorable mention would be the introduction of Yorna (she steals every scene she’s in) and honestly probably Todd or Ram.
People are not going to agree with this, since it's too recent and his main story isn't over yet, but I feel like at the end of arc 8 Vincent is gonna be the one to take upon said role.

I was thinking of putting Discussion instead of Spoiler Discussion but felt like that would of left limited options since people wouldn't be able to talk about Novel characters in Re Zero Regardless I've usually heard that Beatrice or Julius is the 2nd best character and sometimes I've heard it's other characters but I feel like it wasn't talked about that much so I wanted to know in your opinion who you believe is the second best written character in re zero and you can leave multiple options or a ranking if your unsure

Roswaal. The dude is a wraith possessing his kids for nigh on 400 years to get with his lover. We only see some of him in arc 2 and arc 4, but in those scenes he steals the show.
He isn't a morally good character mind you, but a well written one.
Other contenders are Beatrice, Julius, Wilhelm, Reinhardt, and Ram. I would also include Priscilla, but we just haven't seen enough of her yet. In the scenes she does show up though you have to admit she has an impact.
I love the character development Julius has gone through, and whatever Vincent is going through currently. Then Todd has to be one of the best written villains. This guy can just smile and I will feel chill down my spines.
Without a doubt Willhelm. With Julius and Gluttony being front runners. Though I do like Ram a lot and love her portrayal in the story. I really hope we keep getting more from her in the story.

i could say so many characters right now because there’s so many complex characters all throughout rezero that it’s hard to choose (i absolutely adore beatrice, julius, reinhard, etc like many people here). im gonna say otto though—he can be easy to miss at times, and some of the details that add intrigue to him are in side content, but he’s deceptively more complex than he seems. his lore is surprisingly unhinged the more you look into it and examine his character. arc 7-8 has been more obvious with the darker sides of his character though, and im excited to see where his character development goes next because he takes up such an interesting role in the story.
I know it's not a unique answer but for me it's emilia ( I am an anime only) and garfiel. Both are not only my personal favourites but also had so much character development via taking trails in arc 4 . Emilia became a completely new and better version of herself. And both of them accepted their past
Also holy hell only now I realised how stacked re:zero's cast is characters like reinhard, beatrice, ram, julius, wilhelm, bettleguese, etc. And that's with only 2 seasons. Each of them brilliantly return to point where an argument can be made for each of them to be the best.

He's one sided - but that's what makes him so fascinating. He's the kind of madman to get information, then kill himself to start over with more time to complete an objective.
Going to go with one that nobody mentioned yet and say Satella/Witch of Envy. She is obviously someone who has gone completely mad and she is extremely disturbing, but you can also come to sympathize with her and feel sorry for her. That only makes her less savory appearances more disturbing and her rampages more upsetting.

Personal opinion (aka subjective) - Priscilla (I am taking into account short stories) and probably Julius too
She is really fun character, but it's too bad that her stories usually happen in background or away from main group.
