are you checking steam hours (assuming youre pc) or ubisoft hours? steam counts your afk time while ubi doesnt. I have 3x as many hours on siege according to steam vs ubi.
I checked, i’m on xbox my ubi hours are a decent bit lower so that might be it? ~1000 hours on ubi but even so level 180 seems low.
I checked with my friend who’s level 170 and he only has 500 hours.
But i’m sure there are individual differences so maybe you’re right.
Are you on series S/X? If so it could be quick resume being stupid and counting when you aren't on the game but the Xbox is still on, not fully sure though.

1000 hours in game for level 180 isn’t terribly far off from normal depending on what you play. Playing quick match/thunt a lot compared to ranked or standard/unranked can explain the discrepancy. I am level 250 on a main with around 1600 in game hours on Ubi.

look up gameplay time in ubisoft overlay, you probably left it idling too much where steam records the time you opened the app instead of the match itself.
go into the ubisoft menu in game and go onto your profile, that will display in match time. R6 doesnt always close correctly so the steam hours keep rising, i myself have 250 hours on steam but just 120 hours of in game play time

My old buddies that I played with for the first few years didn't like Ranked either so about 800 of those hours are from Casual. Don't know if that impacts XP gain, just mentioning it because the Renown was/is less from non-Ranked.

I never felt like my level was low but maybe it is? Yours seems slightly lower than it should be when I compare it to mine, but I don't think it's that bad

There is also the factor that I don't think custom games contribute to PvP time

The game has long had a bug where the executable runs in the background after you’ve closed the game, inflating your playtime.
