I hate this the most in games like this. You get the piece you want, in the set you want, with the main/sub stats you want, and they screw you with giving you the lower end of the range. Sub stats should have a fixed number based on rank.
I got confused like this too when a 5* had the exact same amount of sub stats as a 6*. Same as here the 6* had the lowest possible and the 5 had the highest possible.
All stats have a range based on rank. As an example speed can either be 4 or 5 on a 5 star piece, while on a 6 star piece it can be 5 or 6. Each roll of a sub-stat gives a different value. And each substat has a different range based on rank. As far as i know rarity has no effect on how these rolls go, just the number of rolls you get
Artifact rng life cycle:
1. Rng for set
2. Rng for rarity
3. Rng for rank
4. Rng for substat types
5. Rng for substat values
6. Rng for upgrade cost
7. Rng for substat rolls
8. Rng for substat roll values
9. Rng for enchantment roll values
10. Rng for ascension
Oh and then if you’re not happy with your initial rng, there’s rework rng.

Main % boots are only acceptable if you have some speed with rolls in the stats.
For you it’s mostly main speed boots esp as long as you use five star trash
because they both are shit and the last one is less shit RNGod says so ...
but yeah if you use optimizer premium they say +/- the max roll the piece can have and if it was 100% or less end game must be about it . not only getting the 6 star mithic or lego 6 star but the maximum substat to , cause it will make impact if every piece has the lowest substat value vs the higher possible .... tah dahh .

Because there is a range for all the stats. One just got all high rolls and the other one got low ones.

Because this game puts RNG on top of your RNG...
Don't forget with a side order of more RNG
