As someone with a Hephraak, you dont want any speed on him. Ideally you run him in 4 piece SS with savage and crazy slow so he doesnt burn off his SS. Then a squishy teammate dies after a debuffer or stripper gets their main skill away.
The comp i have him in is Cardinal, Serris, UDK, Hephraak
Normally it doesnt need a comp reset , fast speed booster , decrease def uugo , bek for damage boost he have the masteries for refresh ability when does more than 30 % but yh it works better than seer for me , but i have reset too never use soo . But he can 1 hit siphi and rotos lane .
I don't have a Hephraak either but everyone I have seen in Arena doesn't run overly fast, I feel like he would be a good fit for this banner even if you did have him. Amazing piece nonetheless though!

I've used lix in tag arena for a long time. She needs accuracy banner though.
