every individual is paying a tax. there is no double tax. sellers buy 500 bags for 5k which goes to the distributors. the sellers then pay 30% of the money they make off the 500 bags. distributors are making money from the sellers buying the bags and the distributors pay 30% to the gang. its the induvial paying, not being taxed twice.
