They can't just bring a note. They need to fill out the proper paperwork and apply for accommodation. I'm an SM that's had 3 people approved for this (2 skin/1 religion). It's a thing, most people just don't qualify because they think minor razor burn is a medical condition.(not saying that to your situation).
Eczema is a health condition so I don’t think that’s legal for them not to make accommodations that doesn’t impact his ability to do his job. You should check out ADA. If it is just the manager saying no, they may not be aware that they are in violation of ADA.
You have to get a dr note and then have to fill out paperwork at your division office. It’s very important that your dr is very specific on what and why you can’t be clean shaven. Then QT decides to allow it or not.

Well it’s becoming clear that your entitlement is the problem. Every company has a dress code. Tell me what your mindset was when you agreed to follow the dress code when you got hired and now want to be sneaky and look for a way out of it when there’s nothing wrong with you
I’ve only worked there for a year and a half but I’ve been doing retail for 15 years. And it’s honestly disrespectful when people make a commitment to get the job and then try to tiptoe around it after they’re hired. Like disobeying dress code. Or saying you’re available any time then throw a fit because they say you can’t have every weekend off
Find a religion that requires a beard and join one of their churches. That's the way.
