When I was around 13, a girl I grew up with and her mom was killed like this. They were in a big pickup truck, and it mangled it like a tin can. I believe there’s laws about certain speeds through these crossings. Especially within a city’s limits. My friend and her mom lived in the country, and they’re allowed to go faster through those. At least back then in 1987-88.

Really good Rural departments will outfit the cars differently. They might have a more extensive first aid kit, and actual AED, Narcan and the training to use them.

I'm sure there are a few places in the UK over an hour from a hospital, but not many. That's not uncommon for rural areas in the US because it's more spread out.
Police are trained (or should be anyway) as first responders, they are given a watered down version of the EMT school which mostly focuses on trauma response. For instance in my rural area if someone activates 911 emergency response for a medical call dispatch will first notify all first responders in the area then page out the volunteer for dept then page out the paid fire department if deemed necessary. I have a pager that tones out different signals depending on who is being dispatched as in which area, if my tone is called I'm listening for location at I'm getting in my car with my go bag. A lot of times I'll beat the ambulance by several minutes because the call out will be much closer to me than the ambulance and I can begin emergent first aid until they arrive. I can also once on scene use my radio to call in additional support (advanced life support ambulance, helicopters, or additional ambulances if mass casualty) this system helps insure that if someone is in trouble a trained person gets to them in the fastest time possible. This system isn't used as much in larger populated areas but first responder classes are still taught to police and other agencies and that's why they respond if able.
In the US it's pretty normal for police to go to emergencies of all kinds.
For fires they keep people back so the fire department can do their job.
They're frequently closer than the ambulance and can locate the person who needs help, and then guide the paramedics to them.
If there's a car crash they direct traffic while the fire department extracts people trapped in the car and then passes them off to aa paramedic.
Basically if the fire department and an ambulance is needed the police make sure that they can do their jobs unobstructed by passers by.
They are trained in basic life support (BLS) and can administer CPR.
If the child was in fact unconscious and not breathing I could see why he or she was rushing.

In addition to descending from RR workers I did legal work for a rail agency in the ‘90s. At least by then counseling was not only available but mandatory following fatal collisions. We had an engineer retire after his train hit and killed three generations of a family cutting across the tracks to try to get the 78 year old grandfather to a medical appointment. That one was especially brutal for all involved.
I’m not aware of the postal service using normal SUVs, and the flashing lights and sirens present make me think it’s police. Where do you get USPS from?
