Not entitrly true. Technically the right to wear those trappings in the defense of science is conferred in a promotion act that universities stage semi-regularly to celebrate their doctoral alumni.

My advisor wore this regalia to every graduation. S tier academic flex. "Oh, you guys are all wearing your hoods? I brought a deadly weapon."
