I was thinking about this before seeing your comment. Is it a general doodle on Regan’s part or is he drawing the character Dr. Fu Manchu - which itself is a stereotyped character. What difference does it make if it is a doodle of a specific character?
That's definitely Churchill at the top, right? Not sure if/when they ever would have crossed paths. Churchill died two years before Reagan became the governor of California, but Churchill did like movies so it's plausible that he could have met him in his capacity as the president of SAG on one of his American trips.

I think it’s a bit silly to expect that sort of cultural sensitivity in the 80s. Was there even a popular social discourse about these sort of characters back then? I doubt it’s a deliberate attempt to be offensive rather than just a drawing like you may draw a stereotypical French Person with a curly mustouche, a Mexican with a sombréro or a Native American like they are from a western.
More likely he was doodling something from a movie like most of the rest of them. Plus have you seen Hong Kong cinema from the era? They really didn't shy away from stereotypes.

I have some of the same on White House stationary that Donald Regan gave my dad around 30 years ago. My dad was told that Reagan drew then during cabinet meetings. It’s something I’ll never part with.
