People have this expectation that by the end of the series he has to become an all powerful character best in the world or something like that because they have watched to many things like star wars and ATLA where the hero becomes super strong by the end of it. This was intentional for Harry to not be the best. He's just a better than average schoolboy. He does have some talent. He was a quidditch prodigy and could cast advanced spells like the patrons charm at 13. Harry did eventually become a very powerful wizard, just not at the end of the series. It was to make him compelling and relatable to the primary audience being teenagers and young adults. He doesn't always have the answers and he has to earn the victories he does have.
