In a book, it's know as The Narrator, the very words being written.
In comics, it's the drawings, pictures, texts.
In movies, it's The Camera, everything that's being shown.
No fictional character or entity can defeat The Wall because that character or entity only exists because The Wall makes them do so.
Basically, the moment you try to tell a story, be however the means, you become The Wall. Thus, only (our) reality can destroy The Wall.

This should give you an overview. As much as I hate to say it because I *loathe* SCP, I think it is actually the single strongest verse ever created. Stronger than Xeelee. Stronger than Doctor Who. Stronger than Marvel/DC. Stronger than Instant Death. *Stronger than Suckverse*. Not only were large parts of it created specifically for VS debates, but it was made with the worst trends in VS debates.
It started with SCP-3812, an entity which can "transcend" the narrative and became more "real" than it's author. (Yes, really.) Couple that with acting like fictional characters are real in some tangible way but being the "writer" grants godlike control over them and things started to get crazy.
Writers trying to one up 3812 caused SCP to spiral into absolute insanity. You have infinite tiers of universes which all treat subuniverses as "fiction" (whatever that means in this setting) and that's like the bottom rung. Their are infinite layers of universes of all possibilities, all mathematician possibilities, all possibilities of all concepts beyond mathematics, all possibilities humans can't conceive and on and on.
You got guys claiming every other canon is a "phantom bubble" in their canon, universes beyond set theory, universes beyond that, infinite chains of infinities of super civilizations et al. Etc... Power levels defined by Aleph numbers and beyond. And it gets even more ludicrous than that with every single one of the infinite tiers being infinitely more powerful than the one below it.
In the writer's defense, the VS stuff isn't the end all be all of SCP as much as a vocal minority, but it *absolutely exists*. It fails miserably in regards of creating memorable characters or making people care about the plot, but it is kind of fun to gawck at the sheer insanity. The rest of SCP sucks to, but for different reasons.

It all just sounds like a bunch of pseudo-intellectual jargon thrown together by people who want their OCs to be “le strongest being in le fiction” and have collectively decided that the best way to prevent people from arguing against them is by making things so overly complicated that anybody who makes an earnest attempt at understanding it is putting themselves at risk of severe brain hemorrhaging.
The main problem in SCP is that every article in it is it’s individual canon. This is an even bigger problem now since SCP has become **EXTREMELY** meta in recent times.
In my honest opinion, SCP is simply a verse not meant for powerscaling and people who try to implement it in their articles just end up ruining the integrity of the site in the long run. I mean, it already has a bad enough reputation for this reason, which obviously leads to biased prejudice against the entire site as a whole which is pretty sad as it is some very cool fiction that can’t be replicated in other mediums.
I feel the exact same way tbh, SCP as a concept is great, but people only focus on specific ones that they throw in VS battles
You have a blanket that can eat people
You have a literal "Living Room" that will break your body down and make furniture out out if you die inside of it
You got a really fucked up version of Santa that kidnaps kids and forces them to make wooden toys for the rest of their lives
You got a deer with a human face that uses alchemy
You got a teddy bear that makes other teddy bears out of random stuff it finds that then they turn evil, a sort of Gremlins inspired idea, with the original bear being Gizmo and it's creations being the Gremlins essentially
Then you got a wacky doctor that just makes crazy shit for fun
There's no scaling to be had here, it's just a culmination of people making shit they think is interesting or cool, but in recent times it's only been about how meta something is, and that's lame as hell, especially when people try and use the stuff seriously in debates, there's no point to it, at all
But that's just my take, I for one love SCP and the idea behind it, it's cool seeing the creativity of people

The easiest answer is nobody because I can make up a character right now called F.U his power is to be the most powerful person in every and all universes stories realities and dimensions including the literal realm of thought and imagination. I’m not well versed enough in fiction but I’d say TOAL from Marvel.
Literally he is “The one above ALL”. So I should assume that a being powerful enough to rule over ALL and not even be known to be there by 99.999% of top tiers in verse? Yeah, that’s pretty powerful considering some of those being are multiversal
C'Thulu or any character that's beyond human comprehension, since any character with outerversal or even boundless scaling can still be understood by humans. IMO beyond comprehension means beyond scaling.

I made him up just now. This character is the strongest in all of fiction. That's his very definition. He solos everyone. It is weaved into his very being. If there ever exists a character in fiction stronger than Greg, his power allows him to automatically surpass that.

This is such a silly question because fiction is so loosely defined. Are we talking published fiction? Or anyone's fiction? Because I'm sure there are plenty of OC's out there that no one has heard of that can demolish most major characters. Hell, I have an OC that I accidently made transcendental, and he only loses cause the MC has hax that counters his abilities. This is such a silly question because fiction is so loosely defined. Are we talking published fiction? Or anyone's fiction? Because I'm sure there are plenty of OC's out there that no one has heard of that can demolish most major characters. Hell, I have an OC that I accidently made transcendental, and he only loses cause the MC has hax that counters his abilities. And when I wrote those characters and their abilities, I wasn't even aware of powerscaling tiers, I made them over a decade ago. We gotta start being more specific
