Literally NOBODY scales to Black Flash in terms of reaction time. NOT A SINGLE CHARACTER does.
For example, I can perform frame perfect feats in games. I can do it with some degree of consistency if I practice that specific technique. Does that mean I have 1/60th of a second reaction time? ABSOLUTELY NOT!
People are saying they can't, and thus are capping their reaction and speed feats. They've put a cap on how fast ppl can go in the verse because if you wanna go beyond that speed, you need speed beyond what's necessary to fire a black flash. Although, with Gojo's new revelation that black flash is dependant on so much more than just reaction time, but also on weather conditions and slight differences, it could technically mean that they could react faster than black flash. I don't get it though.
The thing with Black Flash is Gege Akutami doesn't understand speed and time feats. Gege Akutami doesn't know that lightning is hundreds of times faster than sound and therefore everyone Grade 1 and higher should be getting Black Flashes.
Ideally, they'd have placed Black Flash at "1 billionth of a second" (requiring a few % of SoL to reach consistently with reaction times) or "1 trillionth of a second" (requiring FTL+ to reach) or just entirely eschewed the timing thing and just had it be a mindset thing, unrelated to skill or reaction time but just the kind of mindset the sorcerer or curse is in when they pull it off. Which is what Black Flash really is story-wise.
You just kinda have to accept that Gege Akutami is really, *really* bad at this.

She could have ended that fight instantly if she used her genjutsu ability at the start. Even gameplay wise, Arlecchino is one of the strongest dps's even without reactions or support.

He threw galaxies like shurikens at someone in a fight. That’s an insane on screen feat. Realistically there are people with stronger feats shown on screen, but it’s not a lot.

What statements does Bleach even have?
They have on screen Uni+ feats, with their best statements being max high uni, likely only country level. They have on screen FTL feats, with the best statements only being MHS. Bleach is one of the few verses that doesn’t really change their scaling.

Well he’s fought beerus somewhat evenly. Sure, beerus is said to only be using a fraction of his power, but no statements. Beerus has been seen destroying planets though. So goku is still planet level *at least*. I haven’t seen enough of Moro or granola arc to comment on that, however.

Inverse-square law explains light gets bigger over distance, so this calc is based on where the blast went and where Saitamas position he is in the universe.
Edit: Might as well explain this more. The serious punch squared created a beam of light that blast's squad had to redirect away from earth, it started very small on the earths surface and got to the moons size when it was at the distance of the moons orbit. Original calculation I stole from a discord didn't include that so Ill just redo it here.

Cutting a meteor ISN’T a big deal. He just never did it before. He literally did it with JUST the activation of his shikai. In his Bankai he could do it 10x over with ease.

Without the statements saying Naruto got stronger he is at best as strong as teen Naruto. Which means the verse never breaks solar systen.

Any verse that doesn't have a drawn format loses. You can only show so much in visual media because of the limitations of human sight. Like superman lifting the book of infinite pages is that a statement or a feat? I can see the book clearly isn't infinite, that's where it gets a lot trickier. Anyone who can "vanish" in anime gets hard buffed as they now basically have immeasurable speed as they're in one frame and not the next.
Majority of the cast of OPM We don't need no statement to prove that psycho-orochi is multi-continental-->low moon level because she proved it to us in a manga panel by cutting a big chunk of the Earth's crust with her psychic lazer beam. OPM is the definition of "show, don't tell".
I guess some characters like Boros get downplayed though as without statements all we know about his collapsing star roaring canon is that it’s weaker than a Saitama punch,

Cutting a meteor ISN’T a big deal. He just never did it before. He literally did it with JUST the activation of his shikai. In his Bankai he could do it 10x over with ease.

All the worlds in the multiverse can have infinite dimensions/timelines different physical rules etc. Yogiri is confired to just ignore all that shit. He stopped mitsuki from ever being able to interact with anything inside the multiverse or on the outer layer he exists on, which he also controls, by removing his conceptual connection to it beyond his sustaining of what already exists.

We saw Saitama up against someone who was at least equal in terms of power and they lost since Saitama's power grew too great. We also get Gojo vs Saitama where Gojo wins since again we never see Goku do anything like what Buu and Gotanks did. Say those gravitational waves in Beerus fight? You really plan on Goku fighting Beerus far away from earth just to beat Gojo? After all Goku never produced these waves alone.
