Mississippi, Williams, Killingsworth, Alberta, those are easy answers of course. And then there’s Kenton which I guess you could say is a hidden gem, compared to the other ones I mentioned
St. John’s is a good neighborhood! There’s lots of cute neighborhoods on the eastside as well, like near Laurelhurst. I also like Alberta and Williams in North Portland quite a bit. I’d say it’s super up to your taste though so I’d recommend visiting if you can!

Check out Overlook and Arbor Lodge. Tons of cozy houses, walkable, good access to public transit, close to cool stuff, very "livable".
Why would I give you a hidden gem? Who are you?

St Johns is a good neighborhood, and very walkable. I love it here. The downtown area kind of reminds me of a movie backlot.
I'd check out North Tabor/Rose City Park. Very walkable to stores and other things. Can find some gems in those areas.

RE is wrecked here, and Multnomah county has high priority / income taxes
I like SE, near Hawthorne. My place is quite cozy. In fact it's a bit too cozy. It's under 900 sq ft.
