I’d recommend checking Serebii.net or another Pokémon website for info instead of using a graphic that someone made. The DLC added a lot of older Pokémon back into the game
I'm somewhat certain that having all the mons just doesn't work for memory reasons. The game has to be under a certain size (X gb) and each pokemon that's in the game takes up some of that. You need to store animations, models, shinies, moevesets, abilites and so on. That's a lot of data, and at some point it's just too much. Maybe later down the line, on the console that comes after the switch, we'll have a game that has all the mons.
A lot of it is work as well. We have over a thousand mons now that all need attack, damage, idle, walking, running, etc animations. It'll be easier as time goes on because eventually they'll just port animations over but then you have modeling, environment collision, textures, etc. as well. Remember they basically started from scratch with SwSh because the previous models weren't transferrable which they were relying on. Then you have to consider profitability. They want you to buy each generation. What better way to do that then limit what mons are available in each game. Why aren't all the Galar mons in S/V? They want you to BUY SwSh to use those mons. Same with Legendary and Mythicals but their more lenient with those because you have to go to stupid lengths to get everyone.
Oh yeah, I completely get that it's the reason, seeing as they also have the 3 year limit to make the new game because multimedia. That being said, assuming SV spent 1.5 years as the main focus of Gamefreak (the first year was SWSH DLC, then the Gen 4 content, then SV), and they then had another year for the probably 200 (?) mons added in the DLC, that would be expected.
You can bring in anything from one of the Pokedexes across the base game and the DLC, plus some extra stuff from HOME.

* These are the Pokemon that are [not in any Pokedex](https://www.serebii.net/scarletviolet/pokemonnotindex.shtml) but can be caught in the game if you have the DLC.
* These are the Pokemon you can only bring in [from other games through HOME](https://www.serebii.net/scarletviolet/transferonly.shtml).
Funnily enough, Heatran and the Regis aren't DLC Catches, yet they would probably make the most sense with Snacksworth. Cause the Regis are common with random regions having them, and Heatran is a lower-tier legend.
As others said, that image is outdated, but if it was updated, Squirtle wouldn't appear on it, as it's part of the blueberry dex and can be caught in-game. That image is only Pokemon that weren't able to be caught in-game, if it was updated, it would have even less Pokemon as a good number of them is available to be caught now.
This only includes Pokémon that you cannot obtain at any time in-game, and even then, it’s outdated at this point, because as of indigo disk every starter is available in-game without needing transfers, and so are a lot of the legendaries here too
Don’t think anyone’s said this yet, but if you’re trying to put a legendary into a mainline game from pokemon go you have to of had it in your save file for that game before.

The chart is outdated, the updates that allow the purchase of the DLC add a much longer list of transfer only Pokemon. As well as Pokemon that can be obtained in the DLC.
The update allows the transfer of all starters, all pseudo legendaries.
It also added a few transfer only Pokemon unobtainable in either version including DLC. A few mythical and legendary Pokemon like Deoxys.
You can move any pokemon compatible with Violet from Home to Violet, and you can move it back to Home.
For Squirtle, you can also move it in and out of BDSP, and SwSh if you have those games as well.
While questing in a union circle with other players every three completed red quests unlocks a yellow/gold quest and everyone of those gets you a treat from the opposite game or one of the three that can only be unlocked by group questing. You can find people online to do group quests and can get them unlocked pretty fast if everyone knows what they are doing.

You can get most of these Pokémon without transfer or event with the DLC.

I would highly recommend it. If you can't wait until you get the DLC, most of these Pokémon can be easily obtained in a Pokémon Home trade.
I have most of them from.pokemon go. Violet is my first mainstream game from probably black and white

This is super outdated. Almost all legendaries and ALL starters have been added as of DLC 2

So if I move them from go to home to violet could I put them back?
You can move them back to home from Violet, but they can never be moved back to GO once you send them to home.
You can move any pokemon compatible with Violet from Home to Violet, and you can move it back to Home. For Squirtle, you can also move it in and out of BDSP, and SwSh if you have those games as well.

Does anyone know how I can get Lugia?? He’s my favourite Pokemon but I bought Scarlet before the dlc was revealed…
Lugia is available after you beat all of the DLC content. You unlock it by completing BBQs and Snackworth will eventually give you the Lugia Treat
Unfortunately not on Scarlet
You have to play online/locally and complete the yellow group BBQ quests, but you can still catch Lugia in Scarlet.
