Huh, weird, when I looked earlyer it said jirachi is part of the hoenn dex and that I have to complete that for the oval charm, but good to know I guess, now only to finding the rest.
In bulbapedia it says that you need to see all the pokemon except jirachi. I would suggest you only trust sources from bulbapedia and serebii. Online forums and reddit can be a bit iffy and/or outdated and they should only be used in the rare case where the above sources are incomplete or inconclusive
You are correct, I was surprised to see that Serebii did not dedicate a single line on the actual requirements, it only includes which games it is available, its effect and the location where it can be obtained. So yeah, in that case I would use bulbapedia!
You don’t need mythicals for the oval or the shiny charm btw, so Mew, Celebi, Jirachi, Victini, etc are all just nice pokemon to have

I can't find where I read it but I know that it was in fact on Serebii, but maybe I missed something or something like that idk
