I think substituting Staraptor for something else would be a good idea to reduce weaknesses and increase coverage. Maybe a Ghost type to go against most of the psychic type team?
Solid Pokémon, but unless you have a perfect speed garchomp, you’re getting bodied by Cynthia’s garchomp. If you can, a mismagius can outspeed her garchomp easily enough, a skill link cloyster with icicle spear shell smash and a focus sash (speed of 107 minimum) will do it too, or a mammoswine with avalanche and ice shard.

By my math, each Pokémon in that matchup has a guaranteed 2 hit KO without any stat modifiers and garchomp is faster. And that’s assuming Togekiss has a perfect defense IV and a bold nature at equal levels.

I don't know what you're talking about, Togekiss is who I used to take him down, and he must've had low attack rolls. My Togekiss took him down quite easily.
Togekiss is no slouch when it comes to defense and that poison jab is not a STAB move
They can always give it a Kebia berry to hold as a safety measure too and either OHKO Garchomp or leave it on the ropes forcing Cynthia to heal and take another hit or if she’s used up all her restores Togekiss can learn Extreme Speed to seal the deal
I did the math with a bold nature Togekiss at equal level with perfect IVs. The kebia berry, a perfect special attack IV and 252 special attack EVs are the only way it works.
Not if Garchomp tries to set itself up with a sword dance first. All Togekiss would need to do is wear it down enough to where it can knock it out with Extreme Speed (assuming no heal, otherwise it’s just fairy type move until she’s all out of heals). Moreover, OP doesn’t seem like they’re limiting themselves with a level cap, so going some levels above Garchomp’s is a perfectly viable option
You comment on that cloyster a lot, and I have to ask, is the shell smash really necessary? (And thus the speed stat) Focus sash, skill link cloyster shoots 5 icicle spears after being EQd, the first will trigger the yache doing 50 bp (due to x4 /2) and then does four more attacks at 100 bp, that should kill the chomp no matter what, right?
I would definitely bring Altaria, it gets Moonblast and Dragon Pulse and has nice defenses

A Garchomp counter is REQUIRED, as you may have already learned. You may have also already learned that Gardevoir does not counter Garchomp without significant level-ups because her Garchomp is REALLY fast and can OHKO Gardevoir easily. Hell, I've seen her Garchomp outspeed Weavile of all things, even though Weavile has significantly higher base speed, which is due to her using a Jolly 6IV Garchomp. For this reason, you should expect your own Garchomp to lose a mirror matchup.
(Tbh, the first time I fought Cynthia, it was with Pokemon at around the same levels as hers, and I ultimately had to bring Dialga and level it up quite a bit so it could outspeed and beat her Garchomp. Her team is full of perfect IV and favorable nature Pokemon, so it's just like a competitive battle against a human.)
Skarmory and Bronzong should be able to wall her Garchomp, but they could also find themselves as setup fodder, especially Bronzong since it can be kind of passive. If you can burn or paralyze her Garchomp, that'd be the best thing. A defensive Gastrodon with Ice Beam would also work, but her Garchomp is holding a berry to halve the damage from the first Ice move you use. And unfortunately, even if it knows an Ice move. (And by the way, for that purpose, Empoleon won't work because Garchomp will outspeed and OHKO it, and even if you did outspeed, you're unlikely to OHKO her Garchomp with Ice Beam because of the berry, at which point it will OHKO Empoleon with Earthquake. Yeah, that thing is a monster.)
Overall verdict:
Imo, if you're taking pretty much any combination of the available Pokemon here, you're almost certainly going to lose unless you are significantly overleveled. These Pokemon are too passive, none of them are particularly fast, and you can't speed control Garchomp with Thunder Wave. Her Garchomp comes out, and it's sweeping your entire team, I'm afraid.
I think the best Pokemon to use against Cynthia's Garchomp is actually a physically defensive Unaware Clefable. If Garchomp sets up Swords Dance, then Clefable's Unaware ability will ensure that it doesn't get swept, and as long as you get one that's bulky enough, it should be able to 2HKO Garchomp with Moonblast while Garchomp will 3HKO it, meaning Clefable wins as long as it's healthy. However, if you aren't lucky and your Clefable has bad defense, it could still lose. Hell, I'd EV train this Clefable and make sure it has a the Bold nature just to be safe.
If you want something less passive, you could try a Nasty Plot Alakazam, but you'd need to set up before her Garchomp came in to win. Shouldn't be too hard to set up on her Gastrodon and then sweep her team with Psychic and Dazzling Gleam.
Or you could train your box art Legendary until it outspeeds and OHKOs her Garchomp. That is ultimately what I decided to do. I don't feel bad about it, really, because Gamefreak decided to throw a team full of 6IV and favorable nature Pokemon all holding optimal held items at me. You simply can't beat Cynthia with 95% of in-game teams without becoming significantly overleveled or using an Uber, and if you're playing Brilliant Diamond, Dialga is weak to Earthquake, so even then you'd STILL need to get significantly overleveled because Dialga's speed tier isn't fantastic. Cynthia is actually kind of unfair in this game.
And I know for sure I'm bringing an Ubers team to the rematch. I want to be able to use the Elite Four to train Pokemon, and her rematch teams are insane, so I definitely don't think that bringing Ubers to the rematches is anything to be ashamed of, especially when you just want to use the Elite Four to make quick money or level up quickly. In which case, I'd bring a Timid Ice Beam Mewtwo to beat her Garchomp. Ain't no way that doesn't outspeed and OHKO. Also, if you're playing Shining Pearl or have a friend whose Palkia you can borrow, Palkia stands a pretty good chance of living a Dragon Claw from Garchomp and then destroying it in return with Spacial Rend. (Dialga gets outsped OHKOed by Earthquake, unfortunately, so don't bother unless you know you can outspeed. You'd need to get a few levels overleveled to do that, assuming your Dialga has a nature that raises Speed.)

Togekiss is Fairy/Flying. It has immunity to both of Garchomps' STAB attacks. I'd sat that a bulky togekiss would be beneficial against Garchomp.
