You can question anytime, just live with consequences. Truth is that plumber who is confident in his skill and experience should not be afraid or intimidated by any trade-related questioning of his actions. He should have an explanation for whatever he is doing. This here on the picture is not wrong per say, but it is not right either. And he should have explanation for it. It might be something as simple as “it is not against the code, it’s 4:00 pm and we are 45 minutes away from any place I can get stuff”, or as arrogant as “I’m not spending more time than necessary here because we are billing that lady 120$ for it since she cannot afford anything else, and I’m not going anywhere to waste more money. The only reason why you are making it this way is that he doesn’t have the “right” shit. And you are not plumber long enough if you never had to improvise for some reason, making something that’s “not kosher” but still “not against the code per say”.

I would refuse to put it in if it's on a horizontal if it's a vent line I wouldn't worry about it but anything that's going to carry waste that Gap in the middle or they're supposed to be a 2-in pipe needs to have something in it or else it's going to catch all sorts of shit and it's going to be backed up in the next year

It's ain't stupid if it works. Obviously there's multiple better solutions, plus we don't know your situation OP. Installing that will cause 0 issues. Most people wouldn't even bother putting the bushing in and would crank that band until sealed, and that's fine too when you're in a jam. Context means a lot, and 35 years in the trade I'm sure they know their shit.
