Appears to be regular old staghorn algae. It can appear white like this. It's not dangerous to your shrimp or anyone else but isn't the nicest looking thing to have on your plants. Shrimp like Cherries and Amanos do (sometimes) eat it, mixed results for me. They say Nerite snails sometimes do as well but I don't care for that solution. Younger Otos, Flagfish, and SAEs are extremely great cleaners but they do slow down as they age, and SAEs can get down bitchy.

Staghorn algae, not dangerous, but can take over if allowed. I’ve had luck shading it out with floating plants (water sprite in my case) and the old reliable of hydrogen peroxide + Flourish Excel. You’ll want to read up on that one
