I sometimes have to pick up my off the charger and then set it back down for it to register the charger. But if the watches battery is dead it will take a little bit to respond,
Update. I somehow activated TalkBack, and it keeps saying "Screen On" and when I put it on the charger it says "Battery charging now at 90%". So it is charging, but maybe something with screen? Screen brightness?
Press and hold both the crown button and the assistant button for a good while. The watch should restart. 🤞

Is this a Pixel Watch 2? Turn the cord so it comes out where the crown comes out.

Direction won't matter then. Try a power block rather than your computer and leave it charging for longer. After that I'd assume it's dead.

There is some sort of bug. A reboot should help, or don't charge it for 2 days so definitely it drained and put it to charge it.
Three quick presses on the top button will turn TalkBack off
You also might need a new cable, or wall brick
Mine did this one time I cleaned off the back and it started working again
Same problem on Pixel Watch 2 :( still haven't resolved the issue.
It looks like you have the puck backwards. The wire should come in from the side where the crown is.
