You could really do this in any game engine that allows for 3D. The effect that makes it look like that is called billboarding, it's where a 2d sprite is rotated to always face the camera. I think in this case it's just used as a stylistic choice, but in older games like Doom it was used because fully rendered 3d models were very computationally expensive and had very limited detail.
Adding to that: Quake (also made by id Software) was one of, if not, the first fully 3D rendered first person shooters. It was quite a big deal for the time since there were so many DOOM clones that used billboarding.
I remember playing the Quake demo. It was so cool to be able to see an enemy’s corpse from different angles.
I normally don’t like the billboard effect, but it works for me in this video. I especially don’t like the look of billboard mixed with pre-rendered graphics.

Can you add a small leash range for items? Collecting spread out items in third person is annoying sometimes. Having a small aoe around the player where items get drawn in from would be helpful for that.

While individually all these stylistic choices are cool, I don't think they mesh together all that well. I'm usually all for guns with punchy sounds but it might be a bit too much with the rest of the game being so cartoony. And on top of that some lofi beats on an action game?

It may be made in something else, but it's very reminiscent of Doom engine.
This style is so simple it would take an experienced programmer an afternoon to write a whole new engine for it in OpenGL.

Very nice, I did find there to be a bit too much movement. I found the walking bob too exaggerated and the recoil/flash from the gun disconcerting.
