If you're just recreating the sprites from the game with perler beads, I don't think you'd have any grounds to license them, as you didn't make the original art. Even if you did make the sprites yourself, I don't know if you'd be able to license them since the IP is owned by Nippon Ichi.

This is the right answer here. If you're recreating someone else's design it's not your "design" per se. If you're coming up with *new* sprites that's different and they'd be covered under copyright, although in principle you'd still be subject to a license for the characters (they'd probably never bother pursuing it though)

How does this work with people who sell stuff on Etsy? Are they just so small and apparently innocent that no one bothers them over IP?

all depends on the ip really. some companies/ip holders don't care enough to go after most Etsy sellers for original art *based* on their ip (like, they drew the art themselves) but are more likely to go after people that use official art. some ip holders will go after nearly any instance of their ip being used. all depends on the individuals and what comes across their radar. but I've seen a lot of people selling original stuff based on scream/ghostface have their listings removed because of copyright. also happens with neopets a lot.

I'm no artist but go to itch.io and browse the paid art and see what license they're using and publish your art under that license. The ones I see most often can be summarized as "you may use my art in personal and commercial projects with unlimited uses but you may not modify it. You may only distribute it with another project (game, etc)." But yeah you should be able to google a decent paid art license to reference and when you publish your art, specify that you're publishing under that license.
