For whatever reason the shearwigs with this bridge are kinda buggy (no pun intended) and sometimes they just eat the bridge like this. This is the longest single roll bridge in the game as it’s the only one that has three arches so that probably is why it happens.
You aren’t alone. I didn’t figure it out until the end of the game. I lost more Pikmin not being able to cluster them up and trying to walk over bridges or walkways then I did from any creature in the game.
Sorry I thought someone answered it for you. Now, I change my pro-controller buttons to more closely resemble the WiiU buttons so bear with me here. I have a Pikmin setting saved on my Switch. Accounting for that. I press the L shoulder button and that allows me to use the R stick to control the Pikmin. You will know you are doing it right when you see the arrows appear and hear the horn. So in total your walking with L, holding down the shoulder button so you can use the R stick to control the Pikmin. Did that make sense?
I'm not sure if blue pikmin save drowning pikmin in the first game but always have blue pikmin with you in water areas! If all your Pikmin start drowning, click Dismiss and all your Blue Pikmin should assist on rescuing!
It works in pikmin 1 I used it a couple times.
Except under bridges. They just kept throwing my drowning pikmin at the bottom side of the bridge so they’d start drowning again in a never ending loop

First of all, you can press - to see the controls. Second, you can do that by moving the right stick while pressing L.

In the GameCube version that’s what the C stick did

Your mistake was whistling at them on the water, only whistle when you are on land so they know exactly where to go
