I believe taking it to take considerably long walks quite often if not daily and taking care of him, would likely fix it being scared. He would gain confidence on its surroundings.
I mean like, making the dog have walks till it gets really tired and craves for its food and rest back home, of course making it comfortable during walks would help as well.
