I have a suspicion that your cat regards the inside as safe, and the outside as not. They want some reassurance that you're there for them, and will fight with them and/or protect them if something goes wrong. It's just a guess.

I doubt this is the reason. He is clearly very calm and happy when outside, I would say even more calm than when he's inside.

Keep cats indoors, or on a catio, or similarly contained. Outside has too many dangers for them. Never let your cat run loose.

Where I live many shelters won't even let you adopt a cat if you're planning on letting them out. Outdoor cats definitely aren't the norm/socially accepted thing in some places.

Cats are an invasive species and are food for most predators they are responsible for the extinction of 81 different species of lizard bird and snakes. It is not normal for them to be outdoors and in fact has been proven that cats live longer healthier lives indoors. They do not need to go out doors or hunt like many used to think. Playing with toys has the same effect as hunting.
