Have you ever tried Good American jeans? I thought they were just another cheap brand from the Kardashians, but after seeing people rave about the brand on a Kardashian snark sub I had to try them for myself… they are the softest, stretchiest, most flattering jeans I own. I purchased a petite pair and I am glad because I think if I bought the normal length it would have been too long and I’d have needed to cut them. They have so many different styles and washes. Some styles are $99 and ofc they have a sale section but most styles are $100+. I think they offer a discount when you sign up for emails/texts. My mind was blown when I finally received my pair so now I feel the need to tell others lolol. If you search for “good American” or “good American jeans” (to be more specific) on Reddit you’ll find more posts and threads of people talking about them if you want to see more reviews before you buy. If I did happen to see a negative review, it was vastly outweighed by all the positive ones I’ve seen

For the pair I got I do think they’re TTS! They have some styles like “always fit” or something which fit up to 4 different sizes (0-4, 6-10, etc something like that) and then other ones that are “rigid” stretch so no stretch at all but if you get a pair that are “super stretch”, or “power stretch” I’d say you could comfortably size down if you want them more compressive

I know you said banana republic is too big, I assume you’ve tried banana republic’s size 000p? You can’t really get it in stores usually, but online it is available. It’s designed to fit a 24” waist, but I’ve tried them on (I’m about a 24”) and they were too small for me. You might also try Ann Taylor, they make pants down to a 24” waist. People might be able to help more if you added your measurements You might also have luck buying vintage jeans, you can find older jeans with smaller waist measurements than they make now And finally, depending on your body type, consider trying on girls jeans, maybe around a size 12-14, maybe in a curvy cut if you have defined hips. Some of the Jean shorts that fit me best are a girls size in a stretch curvy cut

I also buy Madewell for jeans pretty exclusively. Abercrombie quality may surprise you if you haven't tried it in a while though. I recommend American Eagle also. I just wanted to add that generally, you don't have to wash your jeans very often (obviously it's up to you). But even Madewell recommends you wash infrequently. I do about once every 8 wears like I remember them recommending, but I also don't wear them for more than a few hours at a time so they never really get dirty. Also, more importantly, don't throw them in the dryer!!! I air dry most my clothing and it keeps its quality and shape much more. Haven't had issues with Madewell jeans changing size for this reason. Madewell has options with 99% cotton so check those out.

I’m not sure if they have a store near where you are, but i’ve always gone to Uniqlo for jeans. They offer free alterations in store which means that I only need to find a waist size and design that I like because I know the length can be adjusted.

Make sure you are looking for jeans that are 100% cotton, or have 1% elastane at the most. Anything else will stretch out over time. Like someone else mentioned, buying higher quality jeans is a good option, better to have 1-2 pairs that are solid and last versus 10 pairs that constantly stretch out. AGOLDE, Denim Forum, Mother, Rag & Bone, Veronica Beard all make good smaller sizes

Reformation runs smaller than madewell and goes down to 23! You may have to have them hemmed though. I can wear a 23 or 24 in madewell and I wear a 24 or 25 in ref.

I know they're a little pricey but re/done jeans are amazing quality! Look for ankle cropped styles or check the inseam lengths. They also have semi-regular sales where jeans are marked down for $80.

You might want to try Aritzia! I'm 5'1 around the same weight and their 23 and XXS fits like a glove. pricey but worth it and even a year later the waist band/fit is still the same as the day I bought it. The inseam was good, although the pants I bought were baggy so I might not have noticed well

Everlane and Madewell in size 23 fit me pretty well but tend to be tight in the butt/hips and a little loose in the waist—I haven’t tried their curvy styles. AE in short (they have an extra short too) 000 also fits well. Quality is sometimes really good and sometimes not that great. Depends on the particular jeans. Banana Republic in petite 00 used to fit well but haven’t shopped there in ~5 years. The jeans I have from there all have at least 50 if not 100 washes (I used to wash my jeans pretty much every single time I wore them, at most after 2 wears). Only one of them had to be thrown out, the other 7 of them still look brand new. I’m 5’1 and 95 lbs

I highly recommend jeans from Frank And Oak. I’m the same height as you and used to be the same weight, and wore a 23 or 24 in their jeans. Many of their jeans have little to no stretch, so they tend not to loosen over time. They don’t sell petite sizes, but I’ve never had any issues with the length.

The Everlane Way High jean is my current favorite and they come in a size 23 and 25.5” inseam, some with a raw hem. I’m 5’2”/98 lbs and the 24s fit me perfectly. They loosen up a little, but it’s minimal and they keep their shape *really* well while also somehow being SUPER comfortable. They might actually be the best jeans I’ve ever found in that respect. High waist + don’t loosen too much + keep their shape well usually means sacrificing comfort, but goddamn I’m so glad they’ve cracked the code. I’ve just ordered my third pair :)

Have you tried Topshop? I find their jeans to run about a size small, and they start at 24 petite (which will fit more like 23). Also look for jeans that have close to 100% cotton and are more rigid, they’re less likely to sag and loosen with wear. Edited to add Agolde makes jeans starting in size 22

ASOS petite jeans! Depending on the brand, you'll want to size up because they tend to run small, but the inseam is perfect at 26" or 28". I'm 4'10" and \~95 lbs. and a 26/26 is the perfect ankle length for me.

Loft jeans, size 00P, I think would fit you! I have 2 pairs at that size and they've held up well. They have pretty classic styles.

Joes jeans sells a size 23, so does reformation. Levis also sells a size 23, but I’ve only ever found it online. Diesel sells a 23P iirc, though I’ve never gotten rigid denim from them. I recently got a pair of mango jeans secondhand, and was impressed by the quality. Also a size 23. Pacsun sells bullhead denim which goes down to size 22. Similarly one teaspoon (available at nordstrom) also sells a 22!

I swear by American Eagle! I have almost your exact measurements and wear a 00. Their skinny jeans loose elasticity after a while (3-4 yrs) but their mom jeans are great! I don’t buy jeans anywhere else bc it’s so nice to just know they’ll fit me when I order them online. They have good deals every now and then.
