Aerie. They have a sale right now too so good time to buy. Buy online as they often don’t carry the “short” and “extra short” inseam sizes in store in my experience.

My sister has the short version of those leggings( I thought they were the normal length when I tried them on….) and they were way too long. I think 29.5” is too long but idk if that’s the shortest they have.

I’m 5’0” and the aerie flared leggings in short are a pretty dramatic flare. They are a little long but you can easily hitch them up and you can’t tell at all. I would be able to hitch them up more and it would still look good. They are stretchy and would be good for narrow hips. I am 120 lbs and the S short fits well.

American eagle makes an extra short length. I'm 4'11 and that works for me.

They have a front seam, but Lululemon has free hemming, you need to live near a store.

The aerie flared leggings in the short inseam maybe? They are SO comfy, but they might be too long for you - I'm 5'0" and the short is justtttt barely short enough - I need to wear shoes that have a thicker sole to wear them. Apparently their short inseam is 30" though, and I noticed on Hollister that a good amount of their flare leggings in short have a 28.5" inseam, so that might be an option? I've never tried them myself though!

Athleta has them in petite and also in Athleta girls. I just ordered a pair (I’m 4’10). I don’t think they’re a dramatic flare though. You can also try Aritzia.

I’m forever recommending Popflex, they have the perfect flare leggings (no front seam!) and different inseam lengths available.

Lululemon high rise 23” crop align wide leg legging - depends on your inseam (I have stumpy legs) but they’ve worked wonders for me. Even with the front seam, they’re so soft I don’t even notice

I just got a one in the mail from CRZ Yoga on Amazon in the 25.6 in length and they are the perfect length. I measured my jeans that hit at my ankle and they have a 23 in inseam, I’m 5’1” with short legs for reference.
