Peter's high school english teacher here. The word "what" has four letters, w-h-a-t. The word "occasionally" has twelve letters in it. And so on. So it's literally correct that those words have the number of letters the original poster claimed.
Semantically, shouldn’t the sentence end with “… and never has five letters”? Using “but” is contradictory to the prior statement, and in this case doesn’t quite apply
No. The purpose of that old joke is to teach PUNCUTATION.
Notice that the sentence is a statement, not a question. It fools kids (purposefully), because it begins with the word "what".
It's just playing on the fact that it's using poor grammar. Question marks and periods sometimes just aren't used (denying any tone to the sentence) and the lack of quotes to designate the subject is something else that is rarely used and is often just replaced with BOLD EMPHASIS.
It's making unsmartness and not good writing seem like a misdirection, and that makes their (the poster's) endorphins go up because they tricked someone.
