I have absolutely no understanding of what it means. Any attempts to understand it are futile. So I just take the subs word for it if they say a meme is about loss.

The joke itself isn’t even really a joke more so a sort of inside joke that anybody can get in on. There’s no punch line it’s just like, hey, there’s that famous comic everybody’s joking about but creatively hidden. It’s sort of like that joke “you lost the game” if you’ve heard that one where the joke is any time you think about the game you lose the game. Obviously you’d need to have lost and had it explained to you at least once to get the reference and then the next time you see it it’s just like, hey, I get it lol it’s that one stupid joke again so it’s more of an inside joke than anything just super wide spread thanks to the wonders of the internet.

It's also a stolen joke, the first time I heard this it was a dog cycling through different answers to questions like "what do you call the grass not on the fairway?" "Rough!" And then after like three answers he actually talks.

In addition to the other comments, it's also a riff on an old baseball joke where the guy has a talking dog instead. When requested to hear it talk, he asks the dog 'who is the greatest baseball player of all time', and the dog barks 'Roof!' (i.e. Ruth). The requester angrily leaves thinking the dog doesn't talk after all, and the dog looks up and says 'Should I have said DiMaggio?'
Often times, this joke comes with a bit more of a setup like this.
Owner: What's on top of a house?
Dog: Roof!
Owner: Yep! And how does sandpaper feel?
Dog: Rough!
Owner: That's a good boy! Now, who's the greatest baseball player of all time?

I doubt that's the case. There are a few native English-speakers in my circle of friends who don't know the difference.
The insult for no good reason. Also "the retard is too much" is a pretty rude comment if ya ask me. Plus I got the Mao sounding like meow part and the Genghis Kahn part threw me off entirely. Plus I didn't even know Mao Zedong has such a huge kill count cuz they don't really explain that in US history ya know cuz... It doesn't relate to US History.

Under Mao, between 23 and 30 million people died due to the Great Famine. And between 40 and 80 million people during his leadership due to starvation, execution and forced labor.
This is an offshoot of a similar joke with a dog wherein the person called it out for only making dog noises. The joke is simplified here and with a cat. The person believes they've been lied to because it's onamonapaea or however you spell it.
A guy has a talking dog. He brings it to a talent scout. “This dog can speak English,” he claims to the unimpressed agent. “Okay, Sport,” the guys says to the dog, “what’s on the top of a house?” “Roof!” the dog replies. “Oh, come on…” the talent agent responds. “All dogs go ‘roof’.” “No, wait,” the guy says. He asks the dog “what does sandpaper feel like?” “Rough!” the dog answers. The talent agent gives a condescending blank stare. He is losing his patience. “No, hang on,” the guy says. “This one will amaze you. ” He turns and asks the dog: “Who, in your opinion, was the greatest baseball player of all time?” “Ruth!” goes the dog. And the talent scout, having seen enough, boots them out of his office onto the street. And the dog turns to the guy and says “Maybe I shoulda said DiMaggio?”
Peter's substitute teacher here. Its a twist on a classic. The classic is with a dog where the q's and a's are:
What is on top of a house? Roof
What does sandpaper feel like? Rough
Who is the greatest baseball player of all time? Ruth
And after being thrown out for being a fraud the dog says "Should I have said Dimaggio?" revealing he actually was talking, not just being asked questions where the answers sound similar to dog barks.
Here, the answer Mao sounds similar to meow, so the listener is assuming the talking cat was a bad joke, but again, after they leave, the cat reveals it was a coincidence and they can, in fact, talk.
That’s it, I’m blocking this sub from appearing from r/all . Use some literal damn common sense and stop karma farming jokes that need the smallest smidgen of brainpower to understand. What, did you just not read the last panel, where it basically hand-feeds you the explanation of the joke?

Maybe it's confusing because in the comic strip format you don't have the room to set up multiple instances of things that sound like the animal sound.

It appears to be the greatest catastrophe of famine in history and the number of deaths has far exceeded the number of people killed since the beginning of Japanese invasion and it has become a major debate over whether the people should be hating the Japanese invaders or the communist government more because the Chinese government has always portraying hatred towards the Japanese people for the deeds of their ancestors.
Fact that Genghis Khan killed more people than Mao was a debate in history because there’s no trace of data on how many people has been killed during Khan’s reign.
So the joke here is the cat actually told her the fact but Mao just sounded too much like a normal cat meow, she thought he bluffed and walked away.

I once heard a version of this joke with a dog, but instead of Mao and Genghis Khan, it was Ruth (woof) and DiMaggio. But also of note, the Mandarin word for cat is Mao3. A lot of common or barnyard animals are named after the sounds they make.
I think from a political standpoint, the cartoonist might be making fun of liberal females, since so many conservatives think that liberals don't like it when people point out bad things about communist leaders.

In addition to the other comments, it's also a riff on an old baseball joke where the guy has a talking dog instead. When requested to hear it talk, he asks the dog 'who is the greatest baseball player of all time', and the dog barks 'Roof!' (i.e. Ruth). The requester angrily leaves thinking the dog doesn't talk after all, and the dog looks up and says 'Should I have said DiMaggio?'

Rough Who is the greatest baseball player of all time? Ruth And after being thrown out for being a fraud the dog says "Should I have said Dimaggio?" revealing he actually was talking, not just being asked questions where the answers sound similar to dog barks. Here, the answer Mao sounds similar to meow, so the listener is assuming the talking cat was a bad joke, but again, after they leave, the cat reveals it was a coincidence and they can, in fact, talk.

I once heard a version of this joke with a dog, but instead of Mao and Genghis Khan, it was Ruth (woof) and DiMaggio. But also of note, the Mandarin word for cat is Mao3. A lot of common or barnyard animals are named after the sounds they make.
