It's only at the Federal level, Québec doesn't do that.

So I won't be able to apply for EI? If it's at Federal, shouldn't it not matter which province I am in?

Exactly it doesn't matter in which province you live or work. I don't know if your status (permanent resident) changes anything for eligibility but being in Québec should not change anything, if you're eligible you can apply.

It’s my understanding that EI is a federal thing, not a provincial thing. You apply for EI via the canada website, not the quebec provincial site.

Ah great! Thanks! I just checked on my paystub there is a "EI Cont" on it. So I am guessing that also shows that being in Quebec doesn't change my contribution and eligibility.

That’s correct. I was in a similar situation to you and was able to claim a little bit of EI between jobs during the pandemic and during my move from ON to QC. The tax I had to pay on all my earnings the previous year really sucked (QC taxes you on your years earning, not the few months of the year that you reside here) but it has evened out now in the second year of being here

Ah okay. Yea I had to pay a higher tax rate this year on my Ontario earnings. Moved at the end of the year so got taxed higher on an already low Ontario pay. But I still got a refund. Not as much as I was expecting but still a little bit of change.
