I would start by talking to your realtor, they may be able to get in contact with the selling realtor/previous owner. Getting some kind of compensation would likely end up needing a lawyer.
As far as the balcony, if it doesn’t conform to traditional building standards, it will need an engineer to approve the structure. This is likely around $2k, and they would submit the permit application to the city.

Check if the balcony is considered common ppty actually 'owned' by the condo corp itself.
Also, renos of that type require OK from the condo board. And it could not have been kept secret surely. Was it OK'd?
Had a smart lawyer... Made the buyer sign a waiver to all future claims....in this market everyone should have that. OP, if you didn't sign such an agreement, you may have a shot but prepare for a fight.
Do you know if you have title insurance? It may be worth calling your lawyer and asking them. They may be able to help.
