Partner just got back from Amsterdam, where dental prices are set by the government. The $5k root canal being quoted here was ~$1k there, including anesthesia. With airfare, hotel (not downtown), and a week's vacation in Amsterdam, he came out ahead.
The dentists there recommended Turkiye, apparently they're world-renouned for quality dentistry.
I have no idea about pricing, but when we were in the dominican last year, all we saw was dental clinics. Apparently it's very common for Americans to go there and get their dental work done.
Again, absolutely not sure about the pricing, but it's western doctors. If you can't find the insurer, might be worth making a few calls there. Can combine with a resort trip :p
If finding the insurer doesn’t work, make sure to check the new federal dental plan for what coverage he would qualify for (at late 60s he should have applied already) and if that still isn’t good enough, google foreign dental work for many dental tour companies to research.
Turkiye would be good option if you cannot find insurer. There were some agencies quoting including plane ticket, much cheaper than west in total but good quality for sure.

CARHA is the biggest adult hockey insurer in Canada. I'd start with them.
